Communication Alliance to Network Thoroughbred Ex-Racehorses or CANTER programs are all-volunteer, non-profit organizations, that provide retiring thoroughbred racehorses with opportunities for new careers after the finish line. In addition, they serve the owners and trainers of horses racing. The first CANTER program was started in Michigan in 1997 and the it has grown to include programs in California, Colorado, Illinois, the Mid Atlantic Region, the New England Region, Ohio and Pennsylvania.
